Education

Strengthening education systems from early childhood to primary and secondary schooling. We support governments and international partners in their efforts to enhance system quality and student learning outcomes, with diverse project experience from teacher training programs and curriculum reforms to inclusive education policies.

Our Role

Learning Avenue supports governments, international organizations, higher education institutions, donors, and civil society actors in the design, evaluation, reform, and strengthening of education systems across all levels of learning - from early childhood and school education to vocational training, higher education, teacher professional development, and lifelong learning. Our work combines strategic policy expertise with operational field experience, particularly in contexts of institutional transformation, international cooperation, quality assurance reform, employability, inclusion, digital transition, and capacity building. We conduct external evaluations of large-scale and international education programmes, provide technical assistance for the modernization of education governance and quality systems, support curriculum and teacher training reforms, and facilitate the development of partnerships between education institutions, labour market actors, and international stakeholders. Learning Avenue has extensive experience working in transitional and rapidly evolving contexts across Africa, the Middle East, Asia, Europe, and the Caribbean.

Algeria

Algeria Quality Education Programme Evaluation

Evaluation of the Support Programme for Quality Education in Algeria in line with the SDGs (2022–2024)

The programme aimed to improve the quality of education in primary, lower secondary, and upper secondary education in Algeria. Activities focused on strengthening continuous professional development for inspectors responsible for teacher training, promoting distance learning, developing digital skills, and strengthening foundational learning and mathematics education as a contribution to the Sustainable Development Goals.

Learning Avenue's Role

Final external evaluation of the programme. Learning Avenue assessed programme implementation, results, institutional strengthening, and contributions to education quality and SDG 4 objectives.

Myanmar

Myanmar STEM Programme Evaluation

Evaluation of Phase III of the Strengthening Pre-Service Teacher Education Programme in Myanmar (STEM)

The programme aimed to strengthen initial teacher education in Myanmar through curriculum reform in teacher training colleges, modernisation of teaching approaches, development of digital learning platforms, revision of teacher competency frameworks, and institutional capacity development. The programme also sought to improve inclusion and equitable access to quality education, while adapting to the COVID-19 pandemic and the post-2021 political crisis through a community-based delivery model targeting marginalised and conflict-affected communities

Learning Avenue's Role

Learning Avenue led the final evaluation of Phase III of the programme, using a mixed-methods OECD-DAC–aligned approach to assess implementation, institutional change, sustainability, and contributions to teacher professionalization reforms.

UNESCO Shanghai FIT Teacher Professionalization Evaluation

Evaluation of the UNESCO Shanghai Funds-in-Trust Initiative on Teacher Professionalization

The initiative supports the development and operationalization of national teacher competency frameworks and professional standards. Activities include policy support, development of competency frameworks, strengthening teacher professionalization systems, and support to national reforms in teacher development.

Learning Avenue's Role

Learning Avenue designed and implemented a theory-based, mixed-methods evaluation assessing policy influence, system-level change, and sustainability of teacher professionalization reforms across participating countries.

Pakistan Girls' Education Programmes Evaluation

Final Evaluation of the Girls’ Lower Secondary Education Programme (GLSEP) and Evaluation of the programme “Support for Girls’ Right to Education and Safeguarding Cultural Heritage through Education”

The programmes aimed to expand equitable access to quality education for girls, particularly at lower secondary level, while strengthening gender-responsive educational approaches, safeguarding cultural heritage through education, and supporting community engagement around girls’ education. Activities focused on improving school access and learning conditions for girls, promoting inclusive teaching practices, and mobilising communities and partners to address social and cultural barriers to schooling.

Learning Avenue's Role

Learning Avenue conducted a final evaluation, including the design of the evaluation methodology, coordination of data collection, qualitative and quantitative analysis, facilitation of validation workshops, and the formulation of strategic recommendations for UNESCO and its partners.

APPRENDRE Programme Evaluation

Evaluation of the APPRENDRE Programme (Appui à la Professionnalisation des Pratiques Enseignantes et au Développement des Ressources)

Implemented since 2018 in 26 French-speaking African countries, the APPRENDRE programme aims to strengthen the professionalization of teaching practices in primary and secondary education. The programme supports ministries of education through the improvement of pre-service and in-service teacher training, the strengthening of research-informed education policies, the development of partnerships, and the enhancement of the capacities of teachers, inspectors, and education leaders.

Learning Avenue's Role

Learning Avenue’s assignment was an external programme evaluation, with Fabrice Hénard acting as Senior Evaluation Expert Co-Team Leader for a multi-country assessment of the programme’s relevance, effectiveness, efficiency, impact, and sustainability, including extensive fieldwork and stakeholder consultations.
