Learning Avenue was founded in 2013 by Fabrice Hénard, an international expert with more than two decades of experience in the design and evaluation of public policies across Europe, Africa, Asia Pacific, and the MENA region. Led by Fabrice Hénard and Deputy Director Elçin Bahçeci and supported by a permanent team of four consultants, Learning Avenue supports actors with actionable insights and key operational expertise.

Fabrice Hénard is the founder and director of Learning Avenue, with over 20 years of experience in the evaluation and design of public policies, particularly in education and human capital development. His work spans more than 82 countries across Europe, Africa, Asia, and the MENA region, where he has led and contributed to numerous high-level assignments for governments, international organisations, and development partners.

Our Story

Learning Avenue is a Paris-based consulting firm specialized in the evaluation and design of public policies and programmes in human capital development. We mainly work in projects related to evaluation and strategic consulting.

With a global footprint spanning over 60 countries and more than 200 assignments, we support governments, international organizations, civil society, consortia of actors and development partners worldwide in strengthening human capital. Our work combines international evaluation standards with deep field expertise, enabling institutions and communities to improve the effectiveness, quality, and sustainability of their initiatives.

We work in developing countries and emerging economies as well as in OECD states on interconnected themes such as education, training, human rights, gender and inclusion, migration, entrepreneurship, socio-economic development, global citizenship, media, and sustainable tourism. A significant part of our work focuses on innovation in higher education and research, and we also support higher education institutions, ministries, professional associations and businesses, and networks of educators and students.
