A Bit About Me

Fabrice Hénard is the founder and director of Learning Avenue, with over 20 years of
experience in the evaluation and design of public policies, particularly in education and human
capital development. His work spans more than 82 countries across Europe, Africa, Asia, and
the MENA region, where he has led and contributed to numerous high-level assignments for
governments, international organisations, and development partners.
He began his career as secretary general of a local authority in France before joining the
Center for European Expertise and Evaluation (EUREVAL), where he contributed to the
development of European evaluation methodologies, including for Structural Funds (MEANS
programme) and the EuropeAid Evaluation Unit. From 2003, he worked at the French Agency
for the Evaluation of Higher Education and Research, leading institutional evaluations and
contributing to international quality assurance activities. He subsequently joined the OECD
Directorate for Education in 2007, where he led projects on quality teaching, governance, and
the internationalisation of higher education, and contributed to the AHELO initiative assessing
learning outcomes globally.
Since founding Learning Avenue in 2013, he has developed this specialised consultancy
operating worldwide, supporting complex reforms and evaluations across education and skills
systems. Recognised as a global expert in quality assurance in higher education, he has worked
extensively with organisations such as AUF, ENQA, INQAAHE, the DG INTPA and DG EAC of
the European Commission as well as the World Bank and numerous national authorities on
accreditation systems and higher education reforms. He served as Chief Executive Officcer of
INQAAHE from 2023 to 2025, strengthening global collaboration among quality assurance
agencies. He also served as Secretary General of the Accreditation Committeee of Luxembourg
(2013-2025) and was a member of the Albanian Accreditation Board (2017-2021).
In addition to his consulting work, he serves as Adjunct Faculty at Sciences Po Paris, where he
teaches on human capital development and education policy in developing countries in the
Master’s program on International Development and Executive Education Master – Potential
Africa. His work bridges policy design, evaluation, and capacity building, with a strong focus
on improving the quality, relevance, and impact of evaluation systems worldwide.
Fabrice is a graduate of Sciences Po Paris and holds a Master’s degree in Urban Policy and
Development. He is based in Paris and works in French and English.
