Employment, Training and Labour Market Integration

Aligning skills development with contemporary labour market needs. We design and evaluate Technical and Vocational Education and Training (TVET) programs, work-based learning schemes, and initiatives aimed at boosting graduate employability and entrepreneurship.

Our Role

Learning Avenue supports governments, donors, training institutions, higher education providers, and international organizations in strengthening the link between education, training, and employment. Our work focuses on improving the relevance, quality, and inclusiveness of Technical and Vocational Education and Training (TVET), higher education pathways, and lifelong learning systems in response to evolving labour market needs and socio-economic transformations. We provide strategic design, technical assistance, external evaluations, and capacity building for programmes aimed at employability, entrepreneurship, skills development, mobility, and professional integration, particularly for young people and vulnerable populations.

Our expertise covers work-based learning, competency-based approaches, quality assurance in TVET, teacher and trainer professionalization, labour market alignment, qualifications recognition, and the development of partnerships between education providers, employers, and public authorities.

Learning Avenue has extensive experience supporting employment and skills policies across Africa, the Middle East, Europe, and Asia in contexts marked by demographic change, economic transition, digital transformation, and inclusion challenges.

OUR PROJECTS

Lebanon

ProVTE – Practice-Oriented TVET for Employability

ProVTE – Technical assistance for more practice-oriented vocational and technical education in Lebanon

The project aimed to promote company-based learning and strengthen the employability of young people and vulnerable groups by making vocational and technical education more practice-oriented and better aligned with labour market skills requirements in Lebanon. Main activities included improving the quality of TVET and strengthening practical training, promoting workplace learning arrangements, ensuring continuity of learning through e-learning and digital tools, and training teachers while reinforcing institutional capacities in TVET institutions.

Learning Avenue's Role

Learning Avenue conducted the final evaluation of ProVTE, assessing the ways in which company-based learning, strengthened practical training, digital learning, and teacher professionalisation improved youth training, employability, and alignment of TVET provision with labour market needs, especially for vulnerable groups.

ARCHIPELAGO – Africa–Europe Youth Skills and TVET

ARCHIPELAGO programme – Africa–Europe initiative for TVET

The programme aimed to strengthen youth skills and employability by supporting training projects aligned with labour market needs and by promoting cooperation between African and European partners to enhance the effectiveness and relevance of TVET initiatives. Main activities included financing and supporting TVET projects that developed professional competences demanded by local and regional labour markets, fostering Africa–Europe partnershipsbetween training providers and employers, and promoting transnational cooperationto improve TVET systems and professional integration pathways for young people.

Learning Avenue's Role

Learning Avenue conducted the mid-term evaluation of ARCHIPELAGO, analysing how the supported TVET projects contributed to strengthening youth skills, improving employability outcomes, and reinforcing cooperation mechanisms between African and European actors around labour-market-relevant training.

Tunisia

TEEP – Tertiary Education for Employment

Tertiary Education for Employment Project (TEEP), Tunisia

The programme aimed to strengthen the link between tertiary education and the labour market by developing technical, professional, and entrepreneurial skills for learners aged 18–25, promoting economic inclusion for youth including women and disadvantaged groups, and improving the relevance of higher education to employment. Main activities included supporting reforms and initiatives that developed professional skills, promoted entrepreneurship, and reinforced the alignment of higher education curricula with labour market demands to facilitate smoother graduate transitions into work.

Learning Avenue's Role

Quality assurance and higher education expertise providing strategic design inputs for TEEP, with work focused on strengthening higher-education/labour-market linkages, skills development, and entrepreneurship pathways to support the economic inclusion of young graduates.

Work-Based Learning for Vulnerable Youth – Don Bosco

Training programmes for learners aged 15–25 in Mali, Cameroon and DR Congo combining technical and vocational education with transversal skills

The programmes aimed to provide work-based learning opportunities for young people aged 15–25, particularly from vulnerable groups, by combining technical and vocational education with the development of transversal skills such as life skills, teamwork and entrepreneurship, aligned with local labour market needs. Main activities included organising practical workplace training, delivering technical and transversal skills training, and offering initial and in-service training for teachers to strengthen teaching quality and support the socio-professional integration and autonomy of young participants.

Learning Avenue's Role

Evaluation of the Don Bosco training programmes, examining their impact on the technical and transversal skills of vulnerable youth, their employability and professional integration, and the contribution of teacher training and workplace partnerships to human capital development.

Afghanistan

Afghanistan VET Policies and Human Capital Report

Human Capital Report – Afghanistan Review of Vocational Education and Training (VET) Policies

The Human Capital Report and VET policy review aimed to assess vocational education and training policies in relation to labour market needs, human capital development, and the professional integration of youth, with a view to informing future reforms. The assignment included analysing VET programmes and governance, examining how training provision contributed to skills development and employability, and identifying options to better align VET policies and systems with economic and labour market requirements.

Learning Avenue's Role

Fabrice Hénard served as the TVET expert responsible for the evaluation and analysis of Afghanistan’s VET policies within the Human Capital Report, focusing on how the VET system supported youth skills development, employment outcomes and broader human capital formation, and providing evidence-based guidance for policy reform.
