Our Role

Learning Avenue supports ministries, higher education institutions, quality assurance agencies, regional networks, and international organizations in the transformation and strengthening of higher education systems. Our expertise covers institutional governance, quality assurance and accreditation, internationalization strategies, employability and skills alignment, academic mobility, digital transformation, and the modernization of teaching and learning environments. We provide strategic advice, technical assistance, external evaluations, and capacity building for universities and national authorities seeking to align with international standards and respond to evolving societal, economic, and labour market needs. Our work includes the design and review of accreditation systems, institutional and programme evaluations, support for qualification recognition frameworks, development of mobility and partnership mechanisms, and reforms linked to research governance, entrepreneurship, and innovation. Learning Avenue also works extensively on strengthening regional higher education cooperation and harmonization initiatives across Africa, Europe, the Mediterranean, the Middle East, and Asia.

Study in Europe Evaluation

Evaluation of the “Study in Europe” Initiative

The Study in Europe initiative promotes European higher education internationally by increasing the visibility and attractiveness of European higher education institutions and facilitating student mobility opportunities. Activities include communication campaigns, outreach events, student information services, and promotion of study opportunities across Europe.

Learning Avenue's Role

Evaluation of the initiative through documentary analysis, stakeholder consultations, interviews, assessment of programme effectiveness and visibility, and development of recommendations regarding future internationalization and mobility strategies.

Burkina Faso

Higher Education Quality Assurance Reform – Burkina Faso

Technical assistance and support to the reform of quality assurance and inspection for higher education and research in Burkina Faso

The project aimed to reform the quality assurance and inspection framework for teacher training, academic programmes, higher education institutions, and research activities, in order to improve the quality and coherence of higher education and research nationwide. Main activities included supporting the establishment of a quality assurance system for teacher training, assisting in the assessment and improvement of university curricula and academic programmes, strengthening institutional inspection and evaluation mechanisms for universities and training institutions, and enhancing the quality and relevance of research in line with national needs and higher education missions.

Learning Avenue's Role

Fabrice Hénard served as quality assurance expert providing technical assistance to the Ministry of Higher Education, advising on the design of QA and inspection frameworks, supporting the development of evaluation tools and procedures for programmes, institutions and research, and formulating recommendations to ensure the effectiveness and coherence of the higher education system.

European Graduate Tracking Initiative (EGTI)

European Graduate Tracking Initiative (EGTI)

The initiative aimed to monitor the pathways of students and graduates across the EU by collecting and analysing comparable and standardised data on employability, lifelong learning, and social inclusion, thereby providing a harmonised European overview of post-university trajectories. Main activities included designing quality assurance and methodological frameworks for graduate tracking systems, supporting the collection of comparable data across Member States, and analysing results to identify good practices and disparities to inform higher education and vocational education policies. The initiative also aimed to provide reliable information to policymakers, universities, and European institutions to improve knowledge of post-training pathways and strengthen graduate employability and inclusion.

Learning Avenue's Role

Learning Avenue delivered technical assistance and strategic design for EGTI, contributing to the development of the methodological framework, advising on data quality and comparability, and helping interpret findings for use in higher education policy and institutional decision-making.

Governance and Quality Assurance in Maghreb Universities – NEAR-ER

NEAR-ER Network on Europe–Africa Relations – Education Research (Erasmus + -funded university network)

The network aimed to foster academic dialogue and research on Europe–Africa relations while strengthening university capacities in governance and quality assurance, and to produce publicly accessible educational resources and analyses. Within this framework, activities in the Maghreb included the evaluation of training for universities in Tunisia and Morocco on governance and quality assurance, supporting universities to modernise their internal quality systems, and encouraging interdisciplinary exchanges between researchers and students across the 20 participating institutions

Learning Avenue's Role

Learning Avenue was responsible for evaluating higher education governance and QA training in the Maghreb, contributing to network coordination, and supporting universities in Tunisia and Morocco to strengthen their governance and quality assurance practices through feedback, recommendations, and knowledge sharing.

NEAR-ER Network on Europe–Africa Relations – Education Research (Erasmus-funded university network)

The network aimed to foster academic dialogue and research on Europe–Africa relations, produce publicly accessible educational resources and analyses, and strengthen university capacities through international cooperation. Main activities included managing a cross-regional network of universities, organising collaborative research and teaching activities, and in the Maghreb specifically, evaluating training for universities in Tunisia and Morocco on governance and quality assurance as part of SPHERE, thereby supporting capacity building, policy dialogue, and exchange of good practices between European and African institutions.

Learning Avenue was responsible for network coordination, evaluation of governance and QA training for Maghreb universities, and contributing to the design and delivery of activities that strengthen international cooperation, institutional capacities, and shared knowledge between European and African higher education systems.

Burkina Faso

Burkina Faso – Reform of Higher Education Quality Assurance

Reform of Quality Assurance in Higher Education and Research in Burkina Faso

The project aimed to reform the quality assurance and inspection framework for teacher training, academic programmes, institutions, and research activities in Burkina Faso. It established a quality assurance system for higher education, assessed and improved academic programmes and curricula, and strengthened institutional inspection and evaluation mechanisms for universities and training institutions. The reform enhanced the quality and coherence of training and research, and ensured better alignment between higher education provision, national needs, and qualifications frameworks.

Learning Avenue's Role

Fabrice Hénard served as higher education QA expert who supported the definition of national policy on skills and higher education, helped design the national QA strategic framework, and provided technical assistance for the reform of quality assurance and inspection systems in higher education and research.

SPHERE / NEAR-ER – Governance and QA Training in Maghreb

NEAR-ER Network on Europe-Africa Relations – Capacity Building on Governance and Quality Assurance in Maghreb Universities

The NEAR-ER network, supported by Erasmus, fostered academic dialogue and capacity building between European and African universities, including governance and QA training in Tunisia and Morocco. It evaluated training activities for universities on governance and quality assurance, and it contributed to strengthening university capacities and promoting interdisciplinary exchanges between researchers and students. The project organised capacity-building activities and supported universities in enhancing their governance and QA practices.

Learning Avenue's Role

Fabrice Hénard served as managing director and lecturer who evaluated the governance and QA training for Maghreb universities within the NEAR-ER/SPHERE framework, and who contributed to strengthening university capacities through network-based capacity-building activities.

Technical Assistance for the European Graduate Tracking Initiative (EGTI)

The project aimed to develop and support an EU-wide graduate tracking system based on comparable and harmonised data across 27 Member States. It analysed indicators on employability, lifelong learning, and social inclusion, and it identified good practices and disparities between countries to inform higher education and vocational training policies. The work provided analytical input and guidance to policymakers, universities, and European institutions on how to use graduate tracking data for evidence-informed decision-making.

Learning Avenue's Role

Learning Avenue provided technical assistance and analytical support to the EGTI project, contributing to the design and use of comparable data and to policy analysis on graduate outcomes across the EU.
