We support programmes addressing global challenges such as human rights, sustainable development, culture and heritage, as well as the responsible integration of emerging technologies, including AI.
Our Role
Learning Avenue supports international organizations, bilateral and multilateral donors, ministries, NGOs, universities, and civil society actors in the design, evaluation, and implementation of international cooperation programmes addressing major global challenges. Our work focuses on strengthening institutional capacities, fostering equitable partnerships, supporting policy dialogue, and promoting sustainable and inclusive development across sectors such as education, youth, culture, human rights, media, research, governance, and digital transformation.
We provide strategic advice, external evaluations, technical assistance, and capacity building for cooperation programmes operating in complex and multicultural environments, with particular expertise in cross-regional partnerships, Francophonie cooperation, South-South and triangular cooperation, and multi-stakeholder governance. Learning Avenue also works extensively on programmes linked to sustainable development, cultural heritage, democratic participation, ethical uses of emerging technologies (including AI), and the internationalization of higher education and research systems.
Through its field-based and systemic approach, the firm contributes to strengthening the effectiveness, coherence, and long-term impact of international cooperation initiatives across Africa, Europe, Asia, the Middle East, and the Caribbean.

Youth Mobility Flagship – Sub-Saharan Africa
SUPPORT TO THE YOUTH MOBILITY FLAGSHIP (Regional Indicative Programme for Sub-Saharan Africa 2021–2027)
The project aimed to strengthen mechanisms that enable young people to access academic, professional, or cultural mobility experiences and to improve the quality, organisation, and impact of mobility programmes within the regional framework for Sub-Saharan Africa. It supported institutions and actors involved in mobility by providing technical assistance, enhancing programme design and management, and fostering networking between youth and partner structures to develop open, enriching, and internationalised learning pathways.
Learning Avenue's Role
Strategic design and technical assistance for the Youth Mobility Flagship, contributing to the formulation of the project’s theory of change, capacity-building activities for higher education and youth institutions, and the development of tools to monitor and enhance the educational impact of youth mobility schemes.

Governance and Quality Assurance in Maghreb Universities – NEAR-ER
NEAR-ER Network on Europe–Africa Relations – Education Research (Erasmus + -funded university network)
The network aimed to foster academic dialogue and research on Europe–Africa relations while strengthening university capacities in governance and quality assurance, and to produce publicly accessible educational resources and analyses. Within this framework, activities in the Maghreb included the evaluation of training for universities in Tunisia and Morocco on governance and quality assurance, supporting universities to modernise their internal quality systems, and encouraging interdisciplinary exchanges between researchers and students across the 20 participating institutions
Learning Avenue's Role
Learning Avenue was responsible for evaluating higher education governance and QA training in the Maghreb, contributing to network coordination, and supporting universities in Tunisia and Morocco to strengthen their governance and quality assurance practices through feedback, recommendations, and knowledge sharing.

Ethics of Artificial Intelligence – Global UNESCO Project
Mid-term Evaluation of the UNESCO project “Supporting Member States in the Implementation of the UNESCO Recommendation on the Ethics of Artificial Intelligence through Innovative Tools”
The project aimed to promote responsible, inclusive, and transparent use of artificial intelligence by developing innovative tools, strengthening institutional and technical capacities, and supporting the design of policies and practices aligned with ethical principles in participating countries. Main activities included providing capacity-building and advisory support to public authorities and institutions on AI governance and fostering international cooperation and knowledge exchange so that AI-supported innovation served the common good, including in education-related sectors.
Learning Avenue's Role
Learning Avenue conducted the mid-term evaluation, analysing how the project’s tools, capacity-building activities, and governance support mechanisms contributed to ethical AI use, research and innovation ecosystems, and sectoral policies, including those linked to education and human rights.

Ethics of Artificial Intelligence – Global UNESCO Cooperation
Supporting Member States in the Implementation of the UNESCO Recommendation on the Ethics of Artificial Intelligence through Innovative Tools – Mid-term Evaluation
The project aimed to promote responsible, inclusive, and transparent use of AI by strengthening institutional and technical capacities, raising stakeholder awareness, and developing policies and practices aligned with ethical principles, while fostering international cooperation so that AI serves the common good and respects human rights. Main activities included designing and disseminating AI governance tools and mechanisms, delivering capacity-building and advisory support to public authorities and institutions across regions, and facilitating knowledge sharing and cooperation among participating countries on ethical AI in sectors including education, governance and development.

Learning Avenue conducted the mid-term evaluation, assessing how the project’s tools, capacity-building, and cooperation mechanisms strengthened cross-country implementation of the AI Recommendation, institutional capacities, and the integration of human rights and inclusion into AI-related international cooperation programmes.

Main activities included managing a cross-regional network of universities, organising collaborative research and teaching activities, and in the Maghreb specifically, evaluating training for universities in Tunisia and Morocco on governance and quality assurance as part of SPHERE, thereby supporting capacity building, policy dialogue, and exchange of good practices between European and African institutions.

CapEFA – UNESCO Education for All Capacity Development
Evaluation of the CapEFA programme – Capacity Development for Education for All (off-budget financing mechanism)
The programme aimed to translate global Education for All dialogue and advocacy into concrete national actions by providing targeted capacity development in teacher training, policy design, and TVET policies, with a focus on Least Developed Countries and on the design and management of Education Management Information Systems (EMIS). Main activities included supporting national authorities to strengthen teacher education systems, TVET policy frameworks and education data systems, and providing coordinated UNESCO assistance to improve education governance, equity and quality across multiple partner countries.
Learning Avenue's Role
Learning Avenue evaluated CapEFA, analysing how the programme’s multi-country cooperation and capacity-development approach supported national reforms in teacher training, TVET and EMIS, and assessing its contribution to more coherent, effective international cooperation in education for LDCs.

VLIR–UOS Morocco–Belgium Partnerships in Research, TVET and Mobility
Technical support for the development of partnerships between Flanders and Morocco in research, vocational training, and international mobility
The project aimed to develop and strengthen partnerships between Flemish and Moroccan institutions in the fields of research, vocational training, and international mobility, thereby supporting skills development and the internationalisation of educational pathways. Main activities included promoting and structuring joint research projects, supporting academic exchanges and student mobility, developing shared vocational training programmes, and organising collaborative institutional projects, workshops and seminars between partner institutions in both countries.
Learning Avenue's Role
Learning Avenue provided technical support for the design and implementation of these bilateral cooperation mechanisms, focusing on how joint research, shared TVET programmes and mobility initiatives strengthened capacities, partnerships and youth employability within the Morocco–Belgium cooperation framework.

NEAR-ER Network on Europe-Africa Relations – Capacity Building on Governance and Quality Assurance in Maghreb Universities
The NEAR-ER network, supported by Erasmus, fostered academic dialogue and capacity building between European and African universities, including governance and QA training in Tunisia and Morocco. It evaluated training activities for universities on governance and quality assurance, and it contributed to strengthening university capacities and promoting interdisciplinary exchanges between researchers and students. The project organised capacity-building activities and supported universities in enhancing their governance and QA practices.
Learning Avenue's Role
Fabrice Hénard served as managing director and lecturer who evaluated the governance and QA training for Maghreb universities within the NEAR-ER/SPHERE framework, and who contributed to strengthening university capacities through network-based capacity-building activities.
