Promoting the socio-economic inclusion, media literacy, and civic engagement of young populations. We design and evaluate programs that empower youth to participate meaningfully in democratic institutions and develop the transversal skills required for global citizenship

Our Role

Learning Avenue supports public institutions, international organizations, NGOs, and donor-funded programmes in designing, evaluating, and strengthening youth-focused initiatives that promote socio-economic inclusion, civic participation, employability, resilience, and access to quality education and training. Our work addresses the multiple dimensions of youth empowerment, including skills development, entrepreneurship, mobility, democratic participation, media and information literacy, social cohesion, and inclusion of vulnerable young people. We conduct evaluations of youth and community programmes, support the development of innovative learning and engagement approaches, and provide strategic and methodological assistance to projects operating in fragile, transitional, and rapidly evolving contexts. Our expertise also covers youth participation in higher education and TVET systems, employability pathways, intercultural dialogue, and the development of transversal competencies linked to citizenship, sustainability, and digital transformation.

SAFIR Youth Inclusion

Evaluation of the SAFIR Project promoting socio-economic inclusion and civic engagement of youth in the MENA region

The project aimed to promote the socio-economic inclusion and civic engagement of young people by supporting over 1,000 youth project leaders to develop socially, culturally, or environmentally impactful initiatives, structuring a regional network of actors, and creating dialogue spaces between youth and public authorities to foster social, political, and economic inclusion and resilience. Activities focused on mentoring and supporting youth-led projects, strengthening organisational ecosystems that accompany young people, and facilitating multi-stakeholder dialogue to connect youth initiatives with policy processes.

Learning Avenue's Role

Learning Avenue assessed programme implementation, outcomes, relevance, effectiveness, and contributions to youth empowerment, civic engagement, and pathways towards employability and education-to-work transitions across the target countries.

Ethiopia

Youth Employability through French Language

FSPI project “Strengthening French as a Lever for Youth Employability in Ethiopia 2022–2024”

The project supported an Ethiopian education reform that introduced French as a foreign language in selected public high schools, with the objective of enhancing youth employability through strengthened language skills and improved access to educational and professional opportunities. Main activities included developing curriculum frameworks, pedagogical guides, and teaching resources, supporting authorities and teachers in the roll-out of French language teaching, and building a cadre of FLE trainers able to deliver future in-service professional training.

Learning Avenue's Role

Learning Avenue led the external evaluation of the FSPI project, analysing the relevance, effectiveness, and sustainability of the reform for secondary education and youth training, with a focus on its contribution to youth employability and education-to-work transitions.

Rwanda

Work-Based Learning for Vulnerable Youth – Rwanda

Work-based learning programmes for vulnerable young people aged 15–18

The programmes aimed to provide vulnerable youth aged 15 to 18, including ethnic minorities, young women, and learners with disabilities, with work-based learning opportunities that combine practical workplace training and technical skills with transversal and life skills aligned to local labour market needs. Activities included organising company-based training, structuring competency-based learning pathways, and implementing a competency development strategy to support both professional insertion and personal development of participating youth.

Learning Avenue's Role

Learning Avenue led the mid-term evaluation of the work-based learning programmes, assessing their impact on young people and communities, the effectiveness of partnerships between training centres and companies, and the contribution of the schemes to local development and youth employability.

Youth Mobility Flagship – Sub-Saharan Africa

SUPPORT TO THE YOUTH MOBILITY FLAGSHIP (Regional Indicative Programme for Sub-Saharan Africa 2021–2027)

The project aimed to strengthen mechanisms that enable young people to access academic, professional, or cultural mobility experiences and to improve the quality, organisation, and impact of mobility programmes within the regional framework for Sub-Saharan Africa. It supported institutions and actors involved in mobility by providing technical assistance, enhancing programme design and management, and fostering networking between youth and partner structures to develop open, enriching, and internationalised learning pathways.

Learning Avenue's Role

Strategic design and technical assistance for the Youth Mobility Flagship, contributing to the formulation of the project’s theory of change, capacity-building activities for higher education and youth institutions, and the development of tools to monitor and enhance the educational impact of youth mobility schemes.

Comoros

Youth and Media - Comoros

Final Evaluation of the FEF Project “Youth and Media” in Comoros

The project aimed to support the professionalization of the media sector in the Comoros and guide the development of digital platforms, while strengthening media literacy, particularly among young people. It sought to strengthen the professional skills of media actors, foster critical thinking among youth, and support the production of educational and informational content in French.

Learning Avenue's Role

Learning Avenue conducted the final evaluation of the project, assessing its contribution to media professionalization, youth media literacy, access to reliable information, and civic participation using OECD-DAC evaluation criteria.

Youth Mobility Flagship – Sub-Saharan Africa

SUPPORT TO THE YOUTH MOBILITY FLAGSHIP (Regional Indicative Multiannual Programme for Sub-Saharan Africa 2021–2027)

The project aimed to enhance mechanisms enabling youth to access academic, professional and cultural mobility experiences across regions and to support institutions and stakeholders involved in mobility programmes to improve their quality, organisation, and impact. Main activities included providing strategic design and technical assistance for mobility schemes, supporting institutional cooperation and exchange of good practices between African and international partners, and facilitating networking among young people and organisations to create open, enriching and internationalised learning and mobility pathways.

Learning Avenue's Role

Learning Avenue contributed strategic design and technical assistance, contributing to the regional cooperation framework, supporting capacity building for universities and partner organisations, and helping structure governance and monitoring tools for this Europe–Africa mobility cooperation flagship.

SAFIR Programme Evaluation

Evaluation of the SAFIR Project

The SAFIR project aims to promote youth socio-economic inclusion and civic engagement by supporting youth-led projects with social, cultural, or environmental impact across MENA countries. It combines capacity-building for incubators, universities, and civil society organisations with coaching and support for more than 1,000 youth project leaders, as well as structuring a regional actor network and creating dialogue spaces between young people and public authorities.

Learning Avenue's Role

Learning Avenue conducted an external evaluation of the programme, assessing governance, regional cooperation, sustainability, and the impact of support mechanisms on youth civic participation and inclusion, in line with OECD-DAC criteria.
