Belgian CSOs – M&E Systems Certification
Certification of Monitoring and Evaluation Systems of Belgian Civil Society Organisations – French-speaking Component
The initiative aims to certify and strengthen the monitoring and evaluation systems of French-speaking Belgian CSOs in line with Belgium’s 2013 law on Development Cooperation, which requires CSOs to evaluate their interventions. Activities combine the review and certification of internal and external M&E systems, ex-post evaluations, and feedback to ensure the quality and robustness of CSOs’ evaluation frameworks for development projects.
Learning Avenue's Role
Fabrice Hénard served as certification officer leading 18 missions with Belgian CSOs (such as Vétérinaires Sans Frontières, APEFE, HI), assessing their internal and external monitoring and evaluation capacities and certifying their M&E systems.
