Our Role
Learning Avenue conducts independent evaluations of public policies, programmes, and institutional reforms across a wide range of sectors, with particular expertise in education, higher education, skills development, youth, governance, research, culture, and international cooperation. We support international organizations, bilateral donors, ministries, universities, NGOs, and public agencies in assessing the relevance, coherence, effectiveness, efficiency, impact, and sustainability of interventions operating at local, national, regional, and multi-country levels. Our approach is grounded in internationally recognized evaluation standards, including OECD-DAC and UNEG frameworks, and combines rigorous methodological design with field-based and participatory approaches adapted to complex and multicultural environments. Learning Avenue mobilizes qualitative, quantitative, and mixed methods tools including stakeholder interviews, focus groups, surveys, theory of change development, contribution analysis, case studies, benchmarking, and participatory validation workshops. Beyond accountability, our evaluations are designed to support organizational learning, strategic decision-making, institutional strengthening, and policy improvement through actionable and context-sensitive recommendations.
